If there is a belief that the suspect is a danger to themselves or those around them, then the FBI agents involved are allowed to make those difficult decisions. First, they go with a verbal warning. Then, they use de-escalation tactics. The absolute last step is to use deadly force. It can take takes for agents to reach that point.
